Tenant Police Verification in Gurgaon (Gurugram): Haryana Police Online Guide (2026)

In this article

If you are renting a flat in Gurgaon (Gurugram), your tenant police verification goes to Haryana Police, not Delhi Police or UP Police. It is done through Haryana Police's citizen services, mainly the HarSamay portal, or on paper at your local police station. This guide explains why it matters in Gurgaon, who applies, what it costs, how long it takes, what information the form asks for, and what happens after you submit.

This is general information, not legal advice. Portals, fees and orders change, so follow what Haryana Police shows when you apply.

Tenant police verification in Gurgaon at a glance

  • Who handles it: Haryana Police (Gurugram Police Commissionerate), through the HarSamay citizen portal, the eSaral portal or the JanSahayak app, or at the police station that covers the flat.
  • Who applies: the landlord. The tenant gives the details and documents.
  • Fee: ₹50, according to Haryana Police's list of citizen services.
  • Time: up to 21 days if the tenant is from another district or state; 5 days for a resident of Haryana under the "stranger verification" service.
  • Why it matters: the Gurugram District Magistrate regularly issues orders that make verification of tenants and domestic staff compulsory, and breaking them is an offence.

Which police handle verification in Gurgaon

Gurgaon is in Haryana and has its own Police Commissionerate, so verification for a flat anywhere in the city, from DLF Phases and Golf Course Road to Sohna Road and New Gurgaon, goes to Haryana Police. Your application is handled by the police station that covers the rented flat's address.

Our Delhi NCR police verification guide compares all three.

Is tenant police verification compulsory in Gurgaon?

In practice, yes. The Gurugram District Magistrate issues time-bound orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), the law that replaced Section 144 of the old criminal procedure code, and renews them regularly. Recent ones include:

  • November 2025 to January 2026: house owners, RWAs, hotels, guest houses, offices and PGs had to keep a record of every tenant, visitor, worker and servant with a copy of their ID, and make sure tenants and domestic staff were police-verified.
  • 30 July to 31 August 2026: the same rules for house owners, PGs, guest houses, hotels, offices and cyber cafés: keep a register, keep ID copies, and get all tenants, servants and workers police-verified.

Disobeying such an order is an offence under Section 223 of the Bharatiya Nyaya Sanhita (BNS), which replaced Section 188 of the Indian Penal Code. The punishment is up to six months' simple imprisonment, a fine of up to ₹2,500, or both, and more if the disobedience endangers life, health or safety. Gurugram Police also run checks in housing societies and PGs, especially around security alerts and public holidays.

Even when no order is in force, verifying a tenant is the safe choice for both sides. Many societies also ask for it before they add a new resident or issue gate passes.

Landlord or tenant: who applies?

The landlord. The Gurugram Police verification form is filled in and signed by the landlord or employer, and the District Magistrate's orders put the duty on house owners. The tenant's part is to give correct details, a photo and ID, and references. Agree before you move in who will submit it, and make sure the tenant gets a copy of the acknowledgement.

What the form asks for

The Gurugram Police form ("Information on Domestic Help/Tenant/Employee") asks for:

  • About the landlord and the flat: sector or society, flat number, the police station, and the landlord's name, father's name and phone number.
  • About the tenant: full name, father's or spouse's name, phone, occupation, nationality, age and sex, with a passport-size photo and signature.
  • Permanent address: full address with police station, district and state, and a proof of identity such as a voter ID, driving licence or ration card.
  • Current address: since when you have lived there, with the landlord's details.
  • References: two people from your home town and two locally, with addresses and phone numbers.
  • Work: your job and place of work.
  • Family: anyone living in the flat with you, with name, age, relation and phone.

Keep a copy of your Aadhaar handy too; RWAs in Gurgaon have been asked to check Aadhaar cards of new tenants. A copy of the rent agreement helps the police match the address.

How to apply online

Haryana Police lists tenant verification among its citizen services on the HarSamay portal (harsamay.gov.in), the eSaral portal and the JanSahayak app. The Gurugram Police website links straight to the HarSamay login for online tenant, servant and employee verification. The usual steps are:

  1. Create a citizen login on HarSamay, or log in if you already have one.
  2. Open the verification services and choose tenant verification. For a tenant from Haryana, the service is listed as "stranger verification".
  3. Fill in the landlord's, the tenant's and the flat's details exactly as they appear on ID and in the rent agreement.
  4. Upload the tenant's photo and ID and any other documents the form asks for.
  5. Pay the fee (₹50 on Haryana Police's published list) and submit.
  6. Save the request number. You need it to track the request and to download the result when it is ready.

Menus on the portal can change. If a step looks different, follow what HarSamay shows.

How to apply at the police station

You can also download the verification form from the Gurugram Police website, fill it in, and hand it in with the documents at the police station that covers the flat. Keep a copy for yourself, and Gurugram Police ask you to give a copy to your RWA president too.

How long it takes and what happens next

  • Tenant from another district or state: Haryana Police's time limit is 21 days. The request goes to the police of the tenant's home district, which checks the permanent address and records, and the result comes back to Gurgaon.
  • Tenant from Haryana: the "stranger verification" service has a 5-day time limit.
  • Local check: a beat officer may call or visit the flat to confirm that the tenant lives there.

Once it is done, download the result from the portal (or collect it from the police station) and keep a copy with your rent agreement. Your society may ask for it.

Domestic help, PGs and flatmates

  • Domestic help: verification of cooks, maids and drivers is a separate Haryana Police service, with the same ₹50 fee and 21-day time limit, and the same Gurugram form.
  • PGs and hostels: the District Magistrate's orders cover PG owners too. They must keep a register of residents and get them verified.
  • Flatmates: each adult who lives in the flat should be on the form, so add new flatmates when they move in.

Common mistakes to avoid

  • Using the Delhi Police or UP Police form for a flat in Gurgaon. It goes to the wrong police force.
  • An address that does not match the rent agreement, or a different spelling of names from the ID.
  • Leaving out flatmates or family members who live in the flat.
  • Not keeping the request number or the acknowledgement.
  • Paying an agent extra for something you can do online for ₹50.
